1: EmPower+ Program
The EmPower+ program is designed to help people get free improvements to make their homes more comfortable and cut their energy bills. There are two program tiers.
A. Tier 1 (low income). Get up to $24,000 in FREE improvements.
Thousands of Rochester and Syracuse area homeowners and renters qualify.
Potential upgrades include:
- Free insulation. With improved insulation, you'll stay warmer in the winter, cooler in the summer, and save on energy bills.
- Free electrical upgrades. Updating your electrical service throughout your home will improve your energy efficiency, reduce electric bills, and keep your family safe.
- Free energy-efficient lighting. Energy-efficient lightbulbs can help you save on your utility bills and last longer than traditional incandescent bulbs.
- Home heating systems. New high-efficiency heating systems can help reduce utility bills and offer better comfort than older systems.
Qualification is based on the number of people in your household and your income. Find your household size/income level below – if you make less, then you qualify. And thousands of people in our area do, including many people on a retirement income or those working part time, as well as those currently out of work.
This program includes single family homes, renters and owners of mobile homes. Landlords who own residential rental properties may also qualify.

2: Comfort Home for Homeowners - Up to $5,200 in savings

With a tiered system of incentives available, you’ll be able to find the right package for your home and lifestyle needs. The Comfort Home program allows homeowners to:

Receive incentives up to $4,000 Plus up to $1,200 more in federal tax credits.

3. Clean Heat for Homeowners – get a rebate of up to 50% of project cost
Today’s heat pumps provide an incredibly energy-efficient method to heat and cool your home – all in one system. Heat pumps use much less energy than traditional heating and air conditioning systems, offering a convenient way to:

- Save on energy bills
The Clean Heat Program offers rebates up to 50% of the total cost for upgrading to heat pump technology, and there’s no income requirement – anyone can qualify. Rebate amounts depend on the size system required for your home. And you can combine Clean Heat rebates with a Federal Inflation Reduction Act tax credit of up to $2,000 to save even more. 6. Inflation Reduction Act
Save up to $2,000 on heat pumps, up to $600 on furnaces, boilers, and central air conditioning, and up to $1,200 on insulation and air sealing.
Under the Inflation Reduction Act of 2022, federal income tax credits for energy-efficiency home improvements will be available through 2032. These incentives are available for high-efficiency systems that have lower energy costs than lower SEER rated systems, as well as insulation and air sealing upgrades. This act promotes cleaner air and more affordable energy bills for households and businesses.
